Strategic Communications

We provide expertise in modern strategic communications tactics including: audience identification and segmentation; social and digital media best practices; effective narrative development and framing; and programmatic application of behavioral sciences, analysis, and data to increase communications reach and impact.

Public and Stakeholder Engagement

We supply expert facilitation services and help to convene and cultivate networks of diverse stakeholders, build alliances, identify and activate key constituencies, and streamline collective resources to maximize political and policy influence. We engage on political landscaping and power analysis, provide policy expertise, and provide assistance with internal planning processes.

Organizational Development

We have deep experience in advising on long-term organizational planning; strategy development and implementation; systems and operations refreshes; measurement, evaluation, and learning; and partnerships and network development.

Philanthropic Investing

We help donors, foundations, and others to identify, develop, and implement highly effective investment strategies. We work closely with clients to focus on cultivating unique portfolios, build networks of field partners, and provide initiative and grant monitoring and evaluation in order to leverage outcomes that meet intended board, trustee, and donor goals.

Jane Bloch is the Principal at Tusculum Consulting. She has spent the last 18 years advancing clean energy policies through philanthropic and policy outreach, focused particularly on stakeholder engagement, strategic communications, and the intersection of civic engagement with issue policy advocacy. 

As a Program Officer at the Skoll Global Threats Fund, she managed portfolios of grants across multiple issue areas including evidence-based advocacy, field research and experimentation, risk communication, and public engagement. Prior to joining Skoll, Jane advanced efforts to price carbon at the Energy Foundation, where she worked with diverse stakeholders — including business groups, local governments, communities of faith, medical professionals, labor unions, and environmental groups — to promote caps on greenhouse gas emissions.  Before that role, she researched and evaluated coal-fired electricity generation facilities for the Northwest Energy Coalition, and supported media and communications outreach at the Pacific Institute.

Jane has a B.A. in Political Science from the University of Washington. Outside of the advising world, Jane is an advocate for children in foster care.
